China and National Security

Like Chris Koch, I am somewhat fascinated by notions of secrecy, particularly when they involve the confluence of China and U.S. National Security concerns. So, it's always fun for me to see when something like this happens. But my question is this: why was he carrying the encrypted data on physical media? Has Al Queda taught us nothing?
